Ensuring high-quality apps on Google Play

Every day, Google Play helps billions of people around the world discover engaging, helpful, and enriching experiences on their devices. Maintaining consistently high app quality across these experiences is our top priority, which is why we continuously invest in new tools, features, and programs to help developers deliver the best apps and games.

Previously, we’ve highlighted our efforts to amplify the highest-quality apps on Google Play, as well as steer users away from lower-quality ones. Today, we’re sharing an update on this work and introducing some new policies and programs to boost app quality across the platform and connect people with experiences they’ll love, wherever they are, on whatever device they’re using.

Helping existing developers comply with our updated verification requirements

Earlier this year, we announced that all developers must meet an expanded set of verification requirements before publishing apps on Google Play, to help users make informed choices, prevent the spread of malware, and reduce fraud. We’ve already rolled out the requirements for developers creating new Play Console developer accounts.

Today, we're sharing how developers with existing accounts can complete these verifications to comply with the updated Play Console requirements policy. We know that developers of different types and sizes have different priorities, and that it might take some developers longer to verify than others. Because of this, we're allowing you to choose your own deadline by which to complete account verification.

Starting today, you can choose your preferred deadline in Play Console. Deadlines are available on a first-come, first-served basis, so choose your deadline early to guarantee a timeframe that works for you. If you don't choose a deadline before February 29, 2024, we'll assign one for you automatically.

Required app testing for all new personal developer accounts

Developers who regularly use Play’s app testing tools before publishing release higher-quality apps and games, which can lead to higher ratings and more success on Google Play. In fact, apps that use our testing tools have on average 3 times the amount of app installs and user engagement compared to those that don't.

To help developers reap these benefits, developers with newly created personal Play Console accounts will soon be required to test their apps with at least 20 people for a minimum of two weeks before applying for access to production. This will allow developers to test their app, identify issues, get feedback, and ensure that everything is ready before they launch. Developers who create new personal developer accounts will start seeing this requirement in Play Console in the coming days.

Increased investment in app review

As more developers use new technologies in their mobile apps, apps on Play are becoming more sophisticated — but so are abuse methodologies. To ensure we continue to provide a safe and trusted experience, our global review teams now spend more time assessing new apps to make sure they provide a valuable user experience that does not deceive or defraud users, either via the app or off-Play activity, and complies with our policies.

While we do not anticipate significant changes to our overall app review timelines, it may take us longer to review a small portion of apps, such as apps designed for children or that request certain device permissions. These deeper reviews help ensure that users are engaging in safe and trusted experiences through Google Play.

Connecting users to great, trustworthy apps

Given the global reach and regional diversity of the Android ecosystem, it’s important that every Play user can easily discover the best content for their needs and not be limited to a single recommendation. To continue providing great content for users that rewards developer investment in quality, we’ve already begun:

    • Providing users with information on whether an app may not perform as well on their device, including phones, large screens, and wearables and
    • Surfacing more high-quality local and regional content

Next year, we’ll add new signifiers to app listings to help users find what they’re looking for, starting with a badge identifying official government apps.

All of these changes are designed to help connect people with safe, high-quality, useful, and relevant experiences they’ll love, wherever they are and on whatever device they’re using. Notes from Google Play: Keeping our platform safe

With millions of Android apps to choose from, users are increasingly focused on the privacy and security of the titles they download. That’s why it’s so important to build user trust with delightful, high-quality app experiences built on a secure foundation.

I’m Jacqueline Hart and I lead the team that helps developers navigate our policies. We’re also responsible for reviewing apps on Google Play to make sure they are safe for users.

In this edition of Notes from Google Play, I’d like to share how we’re working to improve your policy experience and how we’re helping strengthen user trust by highlighting your app’s approach to privacy and security.

Over the past few months, we’ve shared updates on our key privacy and security initiatives to help you prepare for changes and use new tools and resources, including enhanced account data transparency and controls in your app’s Data safety section and new Android 14 functionality. Now, I’m pleased to share the next phase of features, tools, and updates that we’ve been working on to help keep our platform safe and trustworthy.

Giving you a better policy experience

A few months ago, we announced that we’re redesigning the App content page in Google Play Console to make your outstanding tasks clearer, and now we’re adding more information to help you:

  • Spot deadlines with a new timeline view for new and updated declarations
  • Understand why your app is in-scope for a particular declaration
  • Find relevant policy issues alongside each declaration, helping you identify and fix issues more quickly

Later this year, we plan to show not just existing declarations, but also upcoming declaration requirements and deadlines to give you more time to plan.

We’re also getting you critical information about third-party SDKs, including a new notice on Google Play SDK Index to help you make more informed decisions about which version of an SDK may cause your app to violate Google Play policies.

And now we’re bringing more critical information right into Play Console. Previously, you could only learn about SDK-related policy issues affecting your apps through an Inbox message or email. Later this year, we’ll bring this information to you right on the Policy status page so you can see any issues in one place and stay on top of your app’s policy status.

We’re also making it easier to find out if your app is impacted by our Target API requirements, which requires you to build for the latest versions of Android so you can make use of our latest security updates and platform enhancements. Since early August, you may have seen information outlining any potential impact on your app on the Policy status page, including resources to help you learn what to do to stay compliant.

To give you further support, we’re launching more ways to improve the experience. These include the new Developer Help Community, where you can ask your peers about everything from Play Console to the latest policy changes, and the Google Play Strike Removal program, which helps eligible developers get certain enforcement strikes removed after passing a related Play Academy training course. We launched the program as a pilot last year and have seen a successful reduction in repeat violations, so now we’re making it available to all developers.

Building user trust with the Data safety section

Security plays an important role in helping users decide whether an app is right for them. Recently, we announced account data transparency and controls in the Data safety section to help build user trust. If you haven’t completed your updated Data safety form yet, watch our two-minute video to learn how before the December 7, 2023 deadline. Users will begin to see your new information in your store listing in early 2024.

To help users feel confident about their downloads in sensitive app categories, we’re soon adding a new Play Store banner for the VPN app category to emphasize the importance of reviewing an app’s Data safety section before installing.

When users search for “VPN” apps in Google Play, they’ll see a banner that encourages them to look for a shield icon in the app’s Data safety section, which indicates that the app has completed an independent security review. VPN developers such as NordVPN, Google One and ExpressVPN are early adopters of this program. We encourage and anticipate additional VPN app developers to undergo independent security testing, bringing even more transparency to users. Users can learn more about the independent security validation process and see VPN apps that have been independently validated by tapping “Learn more” to go to the App Validation Directory.

Looking ahead

Our team at Google is prioritizing new ways to give users even more confidence in the quality and security of the apps and games they download, establishing Google Play as the most trusted app marketplace. Enabling New Blockchain-Based Experiences on Google Play

As a platform, we always want to help developers bring innovative ideas to life. Google Play hosts a variety of blockchain related apps, and we know that our partners are excited to expand on these offerings to create more engaging and immersive digital experiences with tokenized digital assets such as NFTs. Like with any emerging technology, we must balance innovation with our responsibility to protect users. So, we’ve spoken with developers about responsibly supporting those opportunities while continuing to provide a safe, transparent, and trusted experience for everyone.

Today, we’re pleased to share that we’re updating our policy to open new ways to transact blockchain-based digital content within apps and games on Google Play. From reimagining traditional games with user-owned content to boosting user loyalty through unique NFT rewards, we’re excited to see creative in-app experiences flourish and help developers expand their businesses.

Keeping Users Protected While Fostering Innovation

As blockchain technology continues to evolve, maintaining user trust is paramount. As part of the policy update, we’re requiring that apps be transparent with users about tokenized digital assets. For example, if an app or game sells or enables users to earn tokenized digital assets, developers must declare this clearly. And while tokenized assets are meant to build more enriched, immersive experiences, as an added user protection, developers may not promote or glamorize any potential earning from playing or trading activities.

In line with Google Play’s Real-Money Gambling, Games, and Contests policy, apps that have not met gambling eligibility requirements cannot accept money for a chance to win assets of unknown real-world monetary value, including NFTs. For example, developers should not offer purchases where the value of the NFT users receive is not clear at the time of purchase. This includes, but is not limited to, offering mechanisms to receive randomized blockchain-based items from a purchase such as “loot boxes”.

Google Play succeeds when our partners succeed. These new guidelines were developed in close consultation with app and game developers and incorporates their feedback on how we can continue to support their businesses.

New policy update to boost trust and transparency on Google Play

One of the many ways we keep Google Play a safe and trusted platform is by verifying the identity of developers and their payment information. This helps prevent the spread of malware, reduces fraud, and helps users understand who’s behind the apps they’re installing.

For example, we require developers to verify their email address and phone number to make sure that every account is created by a real person, with real contact details.

Today, we're announcing expanded developer verification requirements in our Play Console Requirements policy. As part of this update, we’ll also share more developer details on your app’s store listing page to help users make confident, informed choices about what to download.

Here’s a quick look at what’s new.

Requiring organizations to provide a D-U-N-S number

When you create a new Play Console developer account for an organization, you’ll now need to provide a D-U-N-S number. Assigned by Dun & Bradstreet, D-U-N-S numbers are unique nine-digit identifiers that are widely used to verify businesses.

Because we’ll use D-U-N-S numbers to verify your business information during the account creation process, it's important to make sure the information that Dun & Bradstreet has about your business is up to date before creating a developer account. You may also be required to submit official organization documents to help us to verify your information.

If you’re not sure if your organization has a D-U-N-S number, you can check with Dun & Bradstreet or request one for free. The process can take up to 30 days, so we encourage you to plan ahead. Learn more.

Building user trust by helping them make more informed choices

We’re renaming the “Contact details” section on your app’s store listing to “App support” and adding a new "About the developer” section to help users learn more about you. This may show verified identity information like name, address, and contact details.

Keeping developer information up to date

Once you create a new Play Console developer account and we’ve verified your details, you’ll be eligible to start publishing apps on Google Play.

If at any point we can’t verify your information, like your legal name or address–we’ll get in touch and ask you to reverify your information to avoid having your apps removed from Google Play.

Timeline

On August 31, we’ll start rolling out these requirements for anyone creating new Play Console developer accounts. Your “About the developer” section will be visible to users as soon as you publish a new app. Over the first couple of months, we’ll listen to feedback and refine the experience before expanding to existing developers.

In October, we’ll share more information with existing developers about how to update and verify existing accounts.

Giving Users More Transparency and Control Over Account Data

Google Play has launched a number of recent initiatives to help developers build consumer trust by showcasing their apps' privacy and security practices in a way that is simple and easy to understand. Today, we’re building on this work with a new data deletion policy that aims to empower users with greater clarity and control over their in-app data.

For apps that enable app account creation, developers will soon need to provide an option to initiate account and data deletion from within the app and online. This web requirement, which you will link in your Data safety form, is especially important so that a user can request account and data deletion without having to reinstall an app.

While Play’s Data safety section already lets developers highlight their data deletion options, we know that users want an easier and more consistent way to request them. By creating a more intuitive experience with this policy, we hope to better educate our shared users on the data controls available to them and create greater trust in your apps and in Google Play more broadly.

As the new policy states, when you fulfill a request to delete an account, you must also delete the data associated with that account. The feature also gives developers a way to provide more choice: users who may not want to delete their account entirely can choose to delete other data only where applicable (such as activity history, images, or videos). For developers that need to retain certain data for legitimate reasons such as security, fraud prevention, or regulatory compliance, you must clearly disclose those data retention practices.

While we’re excited about the greater control this will give people over their data, we understand it will take time for developers to prepare, especially those without an existing deletion functionality or web presence, which is why we’re sharing information and resources today.

As a first step, we’re asking developers to submit answers to new Data deletion questions in your app’s Data Safety form by December 7. Early next year, Google Play users will begin to see reflected changes in your app’s store listing, including the refreshed data deletion badge in the Data safety section and the new Data deletion area.

Developers who need more time can file for an extension in Play Console until May 31, 2024 to comply with the new policy.

Keeping Android and Google Play safe with our key 2023 initiatives

It’s our top priority to keep Android and Google Play safe for developers to build successful businesses and provide quality apps and games to billions of users around the world. Over the past years, we’ve continued to share more tools to help protect your apps, evolve our policies to help keep people and their families safe and secure, and collaborate with you to build more private advertising technology.

We know it can be difficult to keep up with how quickly the privacy and security landscape evolves. So, we’ve been sharing more product and policy support, frequent updates about our work, and advance notice about changes. As we did last year, we’re sharing a preview of some of our key priorities that we’re excited to collaborate with you on, on the behalf of our shared users.

What we look forward to this year

Building a more privacy-friendly approach to advertising

Last year, we announced the Privacy Sandbox on Android, an industry-wide initiative to raise the bar for user privacy and ensure continued access to free content and services. Building on our web efforts, we’re developing solutions for digital advertising that limit user data sharing and don't rely on cross-app identifiers. We’re working closely with the industry to gather feedback and test these new technologies.

Now, we’re entering the next phase of this initiative: Rolling out the first Beta for the Privacy Sandbox on Android to a small percentage of Android devices. With the Beta, users and developers will be able to experience and evaluate these new solutions in the real world. See our developer guidance on how to participate in the Beta and follow our Privacy Sandbox blog for regular updates. We’ll continue to work in collaboration with developers, publishers, regulators and more as we navigate the transition to a more private mobile ecosystem.

Giving people more control over their data

Developers want to build consumer trust by showcasing responsible data practices in a way that’s simple and easy to understand. Over the past few years, we’ve helped developers provide more transparency around if and how they collect, share, and protect user data. This year, we’ll continue improving Google Play’s Data safety section with new features and policies that aim to give people more clarity and control around deletion practices.

You can also enhance your users’ safety by reducing the permissions you request for accessing users’ data. Your app can often leverage privacy-preserving methods for fulfilling its use case. For example, you can use the photo picker intent to allow users to select individual photos to share with your app rather than requesting access to all the photos on their device through runtime permissions. You can also start testing privacy, security, and transparency enhancements in our Android 14 Developer Preview 1. Stay tuned to our Android 14 and Google Play policy updates, as we’ll share more soon.

Protecting your apps from abuse and attacks

Developers have told us that they want more help protecting their business, users, and IP. So, we’ve continued enhancing Play Integrity API and automated integrity protection to help you better detect and prevent risks, and strengthen your anti-abuse strategy. Developers who use these products have seen an average of over 50% reduction in unauthorized access of their apps and games. Get started today with the Play Integrity API. And, stay tuned for some highly-requested feature updates to integrity products and expanded access to automatic integrity protection.

Helping you navigate SDKs

Developers have shared that they want more help deciding which SDKs are reliable and safe to use. So, we’ve created ways for SDK providers to directly message you through Play Console and Android Studio about critical issues for specific SDK versions and how to fix SDK-related crashes. We’ve also launched Google Play SDK Index to give you insights and usage data for over 100 of the most popular commercial SDKs on Google Play. Soon, we’ll share even more information about sensitive permissions an SDK may use and whether specific SDK versions may violate Google Play policy. By partnering with SDK providers to build safer SDKs and giving you greater insight, we hope to help you and your users avoid disruptions and exposure to risks.

Enhancing protections for kids and families

We’re proud that together with developers, we have made Google Play a trusted destination for families to find educational and delightful experiences for kids. Over the past years, we’ve launched new features, expanded our programs, and evolved our policies to improve app experience and strengthen privacy and security protections. This year, you’ll continue to see improved ways for Google Play to help families discover great apps and more policy updates to protect kids’ safety. Boosting responsible data collection and use

We continue to emphasize that developers and apps should only collect and use data that’s required for their apps to function and provide quality user experiences. Fostering developer innovation, while keeping users safe

As a platform, we’re always looking to understand the challenges developers face and help them bring innovative ideas to life. While Google Play already hosts a variety of blockchain related apps, we’ve increasingly heard from developers who want to introduce additional web3 components, including the tokenization of digital assets as NFTs, into their apps and games. With any new technology, we must balance innovation with our responsibility to protect users, which is why we’ve begun conversations with developer partners to assess how potential policy changes could responsibly support these opportunities. As always, engaging with developers is an essential part of how we evolve our platform and maintain a safe, transparent, and trusted experience for our shared users. We hope to have more to share in the coming months.
 
Giving you a better experience with our policies and Console

We’re continuously improving our policy communication, support, and experience. We’ve recently introduced a new Play Console feature to give you more flexibility and control over the app review process. This year, we’ll provide even more features and support.

Developers have shared that they want a place to ask questions and hear from others. So in February, we opened up the Google Play Developer Community to all developers in English so you can ask for advice and share best practices with fellow developer experts. Developers have shared positive feedback about this new forum, and we welcome you to sign up to be a Product Expert (select Play Console as your product and English as your language).

We’re also expanding our pilot programs like the Google Play Developer Helpline pilot, which provides direct policy phone support. Today, we’ve expanded the pilot to nearly 60,000 in 26 countries (16,000 more developers and 9 more countries since November). We’ve completed nearly 5,000 policy support sessions with developers and with a satisfaction score of 90%.

And last, we’ve also been sending you more notices and reminders about upcoming requirements to your Developer Console Inbox, so we reach you when you’re thinking about updating your app. This year, we’re also building a new feature to help you plan ahead about declarations.
